Václav Smil je plodným autorem, plzeňským rodákem, emeritním profesorem University of Manitoba. Publikoval na 4 desítky knih a 500 odborných článků (v angličtině) rozebírající témata energií, paliv, technických inovací, demografických změn, populačního boomu, hodnocení rizik a neopomněl ani veřejnou politiku. Šířku jeho záběru spojuje důraz na fakta a kritický pohled na situaci. V případě potřeby se nebojí formulovat nelichotivé závěry či prognózy. Díky svému širokému záběru a přehledu je považován za jednoho z globálních myslitelů a mezi jeho fanoušky patří i Bill Gates.

Methods of forensic tactics and secondary victimisation

Abstrakt: Práca pojednáva o vybraných metódach kriminalistickej taktiky a ich potenciálneho negatívneho vplyvu na obete trestných činov. Hlavným cieľom je zanalyzovať psychologický dopad kontaktu poškodeného s orgánmi činnými v trestnom konaní a inými aktérmi najmä počas prípravného trestného konania.

Abstract: The article focuses on chosen methods of forensic tactics and its potential negative impact on victims of crime. 1. Ak mi policajt niečo prikáže alebo ma na niečo vyzve, musím uposlúchnuť?
Áno. Podľa zákona o Policajnom zbore každý musí poslúchnuť výzvu a pokyn policajta v rozsahu oprávnení policajta podľa zákona.¹ Prosím, nesťažujte v súčasnej náročnej situácii polícii prácu zbytočným spochybňovaním ich služobných úkonov.

2. Čo robiť, ak považujem výzvu alebo pokyn policajta za nezákonnú?
Aj keď s policajtom nesúhlasíte, rešpektujte ho a splňte, čo od vás žiada. Ak si myslíte, že policajt prekročil svoje oprávnenia, môžete sa následne obrátiť na rôzne orgány (podľa okolností napríklad na jeho nadriadeného, s podnetom na prokuratúru alebo na verejného ochrancu práv, na súd so žalobou proti inému zásahu orgánu verejnej správy). Obrátiť sa môžete aj na Úrad inšpekčnej služby ministerstva vnútra. Odporúčam vám poradiť sa pred podaním akéhokoľvek podania či podnetu s právnikom, možno vám vysvetlí, že policajt postupoval zákonne.

Possibilities of using aircrafts and helicopters in the services of the Police Force and within the integrated rescue system

Abstrakt: Autor v príspevku oboznamuje čitateľa so špecifickým útvarom zabezpečujúcim policajné letectvo na Slovensku, ktorým je Letecký útvar Ministerstva vnútra Slovenskej republiky. Jedným z cieľov predmetného príspevku je poukázať na význam využívania leteckej techniky, ktorou tento útvar disponuje, a to najmä v službách Policajného zboru a v rámci zložiek integrovaného záchranného systému v komparácii s Leteckou službou Policie České republiky.

Abstract: The author acquaints the reader with a specific unit providing police aviation in Slovakia, which is the Aviation Unit of the Ministry of the Interior of the Slovak Republic. One of the objectives of the present paper is to point out the importance of the use aircrafts and helicopters available to this unit, especially in the services of the Police Force and within the Integrated Rescue System in comparison with the Air Service of the Police of the Czech Republic.

Abstract: How ethical is social media today? Do people still abide by social ethical rules in their day to day web activities, whether they are private or professional? For the past two decades social media have developed so fast that they have outran any sort of legislature and ethical rules - the same standards for public behaviour simply do not apply when being active on social media and while legislature has been slowly clawing after social media, one thing in cyberspace has been made abundantly clear - ethics are optional.

Abstract: Youth crime and delinquent behaviour among teenagers have always been the cornerstone of contemporary civilized countries. Mostly it has been shrugged off as coming of the age. However, an issue arises when these young people get to be a part of a society; voting, driving, working. Is there a reason why violence, substance abuse and antisocial behaviour have been on the rise? Condemnation, higher standard or no-nonsense attitude. These are all factors that focus on the evolution of youth crime."

Abstract: Folk devils and moral panics by Stanley Cohen states that moral panic is an emotional state that takes root within an individual after being exposed to a negative outcry by mass media and can further be spread by that individual's verbal means. Whether it is originally spread by television, newspapers or the internet, the concept stays the same. The factual (if any) original data gets distorted and warped into something entirely different - because it is the negative preconception that captures the public's eye more often than detailed and accurate information.

Abstract: Contemporary prisons are more interested in isolating the individual deviant element from the rest of society but not to a point that it will involve a heavy investment. This in turn does not help to rehabilitate offenders, but instead creates some sort of "criminal schools" - a man of questionable decency that has done wrong goes in, but a hardened criminal comes out. As such, contemporary prisons are actually a detriment to public order and make the work of the police harder.

Abstract: Zygmunt Bauman and his work Modernity and the Holocaust have argued that sophisticated and intelligent preparation and execution was required for the Holocaust to function. Historical media as well as popular culture have more often than not portrayed the Nazi Germany and Hitler's regime as barbaric and those that followed Adolf Hitler nothing more than beasts. This essay with the support of Modernity and the Holocaust by Bauman argues that it takes more than beasts to perform a genocide on this grand scale.
