Conducting intelligence activities to identify hybrid threats

Anotácia: Autori v predkladanej vedeckej štúdii charakterizujú potrebu a možností realizácie spravodajskej činnosti za účelom identifikovania hybridných hrozieb. Spracovaním názorov oslovených kompetentných príslušníkov policajno-bezpečnostných orgánov odbornej verejnosti predkladajú možnú alternatívu postupov realizovaných za účelom identifikovania hybridných hrozieb.

Annotation: In the present scientific study, the authors characterize the need and possibilities of conducting intelligence activities in order to identify hybrid threats. By elaborating the opinions of the addressed competent officers of police-security bodies, they present to the professional public a possible alternative of the procedures implemented for the purpose of identifying hybrid threats.

Detection and clarification of violent crime

Anotácia: Autor vo svojom príspevku, výsledkami dosiahnutými realizovaným prieskumom v policajnej praxi zdôrazňuje využívanie identifikácie faktorov, ktoré determinujú odhaľovanie a objasňovanie trestných činov násilnej kriminality. Na základe tohto poznania predkladá odbornej verejnosti návrhy a odporúčania, ktorých realizáciou je možné zvýšiť účinnosť odhaľovania a objasňovania trestných činov násilnej kriminality.

Annotation: In his paper, the author, through the results obtained by the conducted research in police practice, emphasizes the use of identification of factors that determine the detection and clarification of violent crime. On the basis of this knowledge, he presents suggestions and recommendations to the professional public, the implementation of which can increase the effectiveness of detection and clarification of violent crime.

Checking travel documents in crisis situations

Abstrakt: Autor vedeckého príspevku sa venuje možnostiam rýchleho a efektívneho nasadenia príslušníkov Policajného zboru na vykonávanie hraničnej kontroly v krízových situáciách v rámci aktuálnej vedeckovýskumnej úlohy „Mobilné, dátové, odberové a analytické centrum pre riadenie v krízových situáciách“ pod označením 257/2021 riešenej na Akadémií Policajného zboru v Bratislave. Zameriava sa najmä na možnosti kontroly cestovných dokladov bez prístrojov aj s použitím jednoduchých pomôcok prvolíniovej kontroly.

Abstract: The author of the scientific article deals with the possibilities of quick and effective deployment of members of the Police Forces for the implementation of border control in crisis situations as an integral part of the scientific research project „Mobile data collecting and analytical center for management of crise situation“ which is registered at the Academy of Police force in Bratislava under the designation 257/2021. It focuses mainly on the possibilities of checking travel documents without devices and with the use of simple first-line control tools.

Selected types of administrative offenses in the road traffic sector

Abstrakt: Autor vo vedeckom článku oboznamuje čitateľa s pojmovým vymedzením správneho deliktu a pre lepšiu orientáciu v predmetnej problematike predstavuje aj logické a zrozumiteľné delenie správnych deliktov vo všeobecnosti. Svoju pozornosť upriamuje predovšetkým na vybrané druhy správnych deliktov na úseku cestnej premávky, pričom ponúka stručnú analýzu diferenčných znakov správnych deliktov držiteľa vozidla s deliktami fyzických osôb - podnikateľov, právnických osôb a iných. Predkladaný vedecký článok vymedzuje aj rozdiely medzi pojmami držiteľ a vlastník vozidla.

Abstract: In the professional article, the author acquaints the reader with the conceptual definition of an administrative offense and, for better orientation in the subject matter, also presents a logical and comprehensible division of administrative offenses in general. It focuses its attention primarily on selected types of administrative offenses in the road traffic sector, while offering a brief analysis of the differences between the administrative offenses of the owner of the vehicle and the offenses of natural persons - entrepreneurs, legal entities and others. The presented professional article also defines the differences between the terms holder and owner of the vehicle.

Administrative offenses as an attribute of legal responsibility

Abstrakt: Autor vo vedeckom článku oboznamuje čitateľa s pojmovým vymedzením administratívnoprávnej zodpovednosti a správneho deliktu ako takého, s ich základnými znakmi a rovnako prezentuje jednotlivé prvky administratívnoprávnych vzťahov. Predkladaný vedecký článok taktiež komparuje najdôležitejšie rozdielne atribúty medzi správnym a súdnym deliktom a pre komplexnosť a ucelenosť riešenej problematiky v ňom autor uvádza aj základné princípy resp. zásady správneho trestania.

Abstract: In the contribution, the author acquaints the reader with the conceptual definition of administrative liability and administrative offense as such, with their basic features, and also presents individual elements of administrative legal relations. The presented professional article also compares the most important different attributes between administrative and judicial delict, and for the complexity and completeness of the problem solved, the author also presents the basic principles or principles of administrative punishment.

Publishing of a personal image on social media by the police – possible theoretical and practical problems

Abstrakt: V predkladanom odbornom príspevku autorka na základe konkrétneho prípadu z aplikačnej praxe analyzuje právnu relevanciu oprávnenia polície pri zverejňovaní fotografie osoby pristihnutej pri protiprávnom konaní, ktoré má znaky priestupku. Súčasťou hodnotenia právnej relevancie postupu polície je analýza relevantných právnych dokumentov medzinárodného a národného charakteru vrátane rezortných právnych predpisov Ministerstva vnútra Slovenskej republiky upravujúcich problematiku ochrany, spracúvania, poskytovania a zverejňovania osobných údajov. Výsledkom tohto tvorivého procesu je systém návrhov de lege ferenda.

Abstract: In the presented scientific paper, the author, based on particular case from police practice, analyses a legal relevance of police competence during publication of an image of person, which was caught during illegal activity that has a character of a misdemeanour. An analysis of relevant legal international and national documents including internal binding acts of Ministry of the Interior of the Slovak Republic that regulate the topic “Protection, Processing, Providing, and Publishing of Personal Data” is a part of evaluation of legal relevance of activity of the police. The result of this creative process is a system of proposals de lege ferenda.

Forensic Examination of Typewritten Documents

Abstrakt: V článku sa autor venuje kriminalistickej expertíze písma písacích strojov. V prvej časti autor popisuje históriu vývoja, delenie písacích strojov, ich hlavné časti a používané druhy písma. V ďalšej časti článku sú charakterizované objekty kriminalistického skúmania, je spracovaná problematika skupinovej a individuálnej identifikácie písacích strojov ako i priebeh tohto procesu.

Abstract: In the article, the author deals with the forensic expertise of typewriters. In the first part, the author describes the history of development, models of typewriters, their main parts and the typewriters fonts. In the next part of the article, the objects of criminal investigation are characterized, the issue of group and individual identification of typewriters, as well as the course of this process, is described.

Legal analysis of the placement of technical means at borders during and out of duration of a crisis situation

Abstrakt: Autorka v príspevku analyzuje možnosť umiestnenia technických prostriedkov z právneho hľadiska na vonkajších a vnútorných hraniciach. Autor sa venuje aj ustáleniu pojmov pre správne pochopenie a zadefinovanie jednotlivých pomenovaní a vysvetlenie územného členenia oblasti štátnej hranice. Príspevok je čiastkovou úlohou medzinárodnej vedecko-výskumnej úlohy VÝSK. 257/2021 na Akadémii Policajného zboru v Bratislave. Obsahom príspevku je komparácia a možná inšpirácia sa mobilným kontrolným stanovišťom, ktoré sa využíva pri dočasnom obnovení kontroly hraníc. V závere autor zhrnul ideálne využitie mobilného, dátového, odberového a analytického centra pre riadenie v krízových situáciách, ktoré je predmetom medzinárodnej vedecko-výskumnej úlohy.

Abstract: In the article, the author analyzes the possibility of placing technical means from a legal point of view at external and internal borders. The author is also dedicated to establishing concepts for the correct understanding and definition of individual names and explaining the territorial division of the state border area. The article is a partial task of the international scientific research task of VÝSK. 257/2021 at the Academy of Police Force in Bratislava. The content of the article is a comparison and possible inspiration with the mobile control post, which is used during the temporary restoration of border control. In the end, the author summarized the ideal use of a mobile, data, collection and analysis center for management in crisis situations, which is the subject of an international scientific research task.

Obligation of an foreigner to undergo a medical examination at the state border in connection with communicable diseases

Abstrakt: ¹ Lekárska prehliadka cudzinca v súvislosti s prenosným ochorením je v súčasnosti, ale aj do budúcnosti, aktuálnou témou. V súvislosti so skúsenosťami s pandémiou Covid-19 je zrejmé, že bude potrebné zaoberať sa uvedenou problematikou. Príspevok sa zaoberá povinnosťou cudzinca podrobiť sa lekárskej prehliadke v súvislosti s prenosnými ochoreniami. Rozoberá jednotlivé prípady, ktoré môžu nastať, ako aj navrhuje ich riešenie.

Abstract: An foreigner's medical examination in connection with a communicable disease is a current topic, but also a topic in the future. In the light of the experience with the Covid-19 pandemic, this issue will need to be addressed. The paper deals with the obligation of an alien to undergo a medical examination in connection with communicable diseases. It discusses the individual cases that may occur, as well as proposing their solutions.
